1. Financial Proposal Coordinator/Procurement Specialist
Job Description
• Will draft financial proposal portion such as estimation, cost breakdown, project forecast and cover letter;
• Will develop and execute consistent company identity through document templates, letterhead and logo usage;
• Will attend the interviews, business development for research of potential projects and identify new suppliers and prepare purchase order status reports;
• Will lead proposal team on RFP, RFQ, award submittals and roster application responses;
• Will synthesize proposal materials into final client ready package and create qualifications packages, project descriptions, award submittals and project descriptions;
• Will lead production effort such as desktop publishing formatting, light editing, printing, copying, tab covers, producing binders and electronic media and develop shared directories for Request for Proposal information;
• Will maintain proposal milestones schedule like issue and review dates, kickoff meetings and due dates;
• Will take care proposal sections coordination, final formatting, assembly, packaging and delivery and develop proposals, SOQs and presentations to deliver materials meeting RFP requirements, quality standards and overall strategy;
• Will track and report key functional metrics to reduce expenses, improve effectiveness, and perform risk management for supply contracts and agreements.
Requirements:
• Graduation from an accredited technical, financial or engineering university is required
• Master’s degree in Business Administration, Engineering, or Supply Chain is preferred
• 3-10 years’ experience in a directly related procurement, purchasing or supply chain management within a construction industry and infrastructure environment
• Previous experience in supporting engineering teams in defining requirements, preparing statement of work (SOWs), evaluating proposal responses, leading negotiating teams, and proposal support
• Competent in preparing and generating the Request for Proposal (RFP) and Request for Quotation (RFQ)
• Excellent oral, written communication and presentation skills in Azeri, English and Russian languages
2. Lawyer (Contracts Specialist)
Job Description
• Will handle Quality Assurance of contract documents before advertisement and involve amendments to professional contracts and change orders to construction contracts;
• Will develop personnel and task authorizations and sub-consultant agreements and contract files;
• Will resolve problems associated with contract ambiguities and obsolete provisions
• Will consult and handle all corporate legal processes (e.g. JV, mergers & acquisitions, financial/securities offerings, compliance issues, transactions, agreements, lawsuits, patents);
• Will develop company policy and position on legal issues, as well as research, anticipate and guard company against legal risks;
• Will structure, draft and review reports, proposals and other legal documents;
• If required will represent company in legal proceedings (administrative boards, court trials etc.);
• Will draft and administer all contracts, also negotiate deals and attend company meetings;
• Will serve as the point of contact for customers on contractual matters and act as contractual “middleman” between company employees and clients, ensuring timely review and approval / reconciliation of variations.
Requirements:
• Bachelor’s degree in finance, law, business administration or related field, also equivalent number of years of contract experience
• At least 5 (five) years of experience in professional procurement, construction law and contracting, which includes the drafting of complex contracts, including provisions, and solicitation documents as well as construction litigation or transactions
• Competent in drafting and negotiation of construction-related contracts for large-scale energy, road, building and infrastructure projects
• Background in engineering, architecture or construction is strongly preferred
• Broad knowledge in financial budget supervision and ensuring the cost-effectiveness and value for money of contracts
• Outstanding verbal, written communication and management skills in Azeri, English and Russian languages
3. Technical Proposal Coordinator
Job Description
• Under Head of Development will collaborate with rest of the team on proposal concept by identifying and clarifying opportunities and needs, studying RFPs and attending strategy meetings;
• Will meet proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; producing and transmitting proposals;
• Will develop technical proposal by assembling information including project nature, objectives, outcomes and deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials;
• Will prepare presentation by evaluating text, graphics & binding as well as coordinating of printing affairs;
• Will develop interview material for team attending client interviews;
• Will develop and coordinate with proposal team on RFP, RFQ, EOI and award submittals and roster application responses;
• Will synthesize proposal materials into final client ready package;
• Will maintain quality results by using templates following proposal-writing standards including readability, consistency, and tone keeping proposal support databases;
• Will improve proposal-writing results by evaluating and re-designing processes, approach, coordination and implementing changes.
Requirements:
• The qualified candidate must have at least 4-year higher degree in Civil Engineering, Construction and Architecture
• Experience writing proposals using international standards
• Self-motivated, goal-oriented individual who excels in a rapid development environment.
• Highly organized, detail-oriented multi-tasker and independent self-starter with effective people and negotiation skills
• Fluent Azeri, Russian and English writing and editing skills are required

4. Document Control Specialist
Job Description
• Will implement and maintain document control processes and procedures by developing and maintaining the Document Management System;
• Will manage all flows of documents either in electronic form or on paper support;
• Will ensure Document Management accordingly to established procedures or standards (documents numbering, formats, issuance, review, dispatch, recording and archiving);
• Will process incoming documentation (registration in the DMS, internal distribution, archiving) and process outgoing documentation (transmit to Client and Suppliers/3rd parties);
• Will make sure that controlled copies of latest approved documents and drawings are distributed internally and externally (clients and suppliers);
• Will arrange document control activities such as photocopying, scanning, analysis of documents compliance with project standards regarding numbering and all others aspect related to document quality;
• Will monitor technical documents review and approval in accordance with agreed schedule and ensure the use of standardized forms and templates;
• Will set-up projects folders and facilitate project communication process and collate, produce and submit QA Documentation for Clients.
Requirements:
• University degree in engineering, business or economics
• Minimum 5 years construction and industrial experience
• Must have handled Document Controls activities for large size construction or other industrial projects of value not less than US $ 10 Million
• Strong database and communication skills and experience with document control packages
• Utilizing a range of office software, including email, spreadsheets and databases
• A comprehensive understanding of health and safety regulations

Tender coordinator / Chief cost estimator
Job Description:
• Will participate in monitoring of tenders in various sources and prepare a package of documents in accordance with the requirements of the bidding documents;
• Will prepare proposals (financial and technical) provided by the department specialists in accordance with the standards of documentation;
• Will request the accounting department concerning financial data and documents for the Company;
• Will request (depending on the requirements of the procurement documentation) references in various state structures in the preparation of tender documents in the area of their responsibility;
• On behalf of the Head of the Department will fill out the forms of documents in accordance with the procurement documentation;
• On behalf of the Head of the Department will collect documents (constituent documents, licenses, diplomas, certificates of specialists, copies of contracts, acts, etc.);
• Will scan photocopies of documents necessary for the preparation of the application for the tender;
• Will organize notarization of documents (if requested) required for the preparation of a package of documents for the tender;
• Will form a package of documents included in the tender in the manner determined by the procurement specialist and in accordance with the requirements for documentation;
• Will organize the sending of documents for tenders and control their receipt by the Client;
• In the case of production necessity (fast track) will perform courier functions and store information electronically and on hardcopies;
• On behalf of the Head of the Department will make letters, requests, other documents and prepare answers to letters and inquiries;
• Will carry out the instructions of the Head of the Department in the sphere of his competence;
• Will manage the effective standardization, organization, preparation, and proper distribution/submission of preconstruction solicitations, qualification submissions, company information, and other preconstruction-related correspondence associated with projects assigned to this role, both upstream and downstream, on behalf of the company upon Head of Department’s instructions;
• Will perform and/or manage the project qualification, solicitation, quantity survey, scheduling, scoping, clarifying, and pricing effort for assigned preconstruction projects resulting in well-organized, professional correspondence and reports;
• Will review and manage the clients enquiry process into a costed workable solution and submit a detailed response to the enquiry documentation and provide answers/responses to any subsequent requests for clarification;
• Will develop costing as part of the quotation process and act as the company’s internal contact point for the Client during the enquiry and bidding processes;
• Will clarify subsequent purchase order receipt and to prepare detailed order handover documentation in a timely manner for contract engineering to execute the contract.
Requirements:
• Technical Bachelor Degree (Master Degree is preferred) with equivalent experience will be considered
• Must have a sound engineering education & background
• Computer literacy in Excel, Word and preferably knowledge of Auto Cad software
• Candidate must have at least 5-year experience in Project & Construction Management, Engineering, or 8+ years of experience and extensive knowledge in building & industry practices, procedures, and market trends
• Dedicated, well organized, able to plan, prioritize, and manage multiple tasks
• Proficient with commercial estimating procedures and maintain professionalism when faced with aggressive deadlines
• Ability to interact, develop and maintain a positive professional relationship with all levels of personnel
• Meet deadlines with minimal supervision and review generated estimates for completion and technical accuracy ensuring quality and integrity
• Capable to handle complex high value engineering projects
