Contracts & Procurement Head – Holcim

General:

Holcim (Azerbaijan) OJSC, one of the leading manufacturers of cement and clinker in Azerbaijan and a member  the world’s first class  and the  largest cement producer LafargeHolcim Group is seeking a candidate to fill a full time vacancy of Contracts & Procurement Head.

Main accountabilities include:

• Plan and administration the sourcing of all materials required for the production process
• Assure timely and accurate reporting to Corporate Procurement
• Negotiate major purchasing contract with supplier, reviews and processes claims
• Analyze market and finds new potential suppliers
• Develop people. Promote team spirit and develop required skills.
• Strictly adhere to  Safety  requirements and Code of Business Conduct.

Primary responsibilities include:

• Direct and coordinate activities of personnel engaged in buying, selling, and distributing materials, equipment, machinery, and supplies
• Develop and implement purchasing and contract management instructions, policies, and procedure
• Control purchasing department budget
• Forecast procurement needs.
• Create and implement KPI’s.
• Build and develop relationships with key suppliers and customers.
• Identify procurement process improvement needs and provide suggestions on how to improve timely execution of PO’s and contracts
• Ensure end user satisfaction is increased by continuous improvements measures and surveys to assess
• Responsible for managing the “flow” of “products” and materials including purchasing, warehousing & transportation/ custom clearance.
• Responsible for planning and administering the sourcing off all materials  required  for the production  process.
• Responsible for liaison, timely and accurate reporting to Corporate Procurement.
• Negotiates major purchasing contracts with suppliers, reviews and process claims.
• Analyses price trends, makes recommendations on the timing and quantity of purchases.
• Analyses market & find new potential suppliers.
• Directs a team of specialists & support staff.
• Play a key role  in setting  company strategy to insure  the cost effective flow of materials.
• Performs any other reasonable tasks necessary to fulfill the role.
• Interview and hire staff, and oversee staff training
• Identify and develop training opportunities.
• Carries primary responsibility for ensuring personnel’s (Holcim employees, subcontractors or third-party service providers) compliance with Holcim OH&S obligations and ensures neither work is hazardous, nor implemented in a hazardous location.

Skills and Qualifications:

● Minimum 5 years of proven experience.
● Minimum bachelor degree in Economics.
● Strong verbal and written skills in English, Azeri and Russian.
● Intimate understanding of traditional and emerging marketing channels.
● Strong analytical and project management skills.
● People and team management experience
● Ability to think creatively and innovatively.
● Budget-management skills and proficiency.
● Confident and dynamic personality.
● Excellent communication and decision-making skills.
● Preference:  Previous technical experience in construction industry.
