ECA Agri-Finance Project

The International Finance Corporation, a member of the World Bank Group, promotes sustainable private sector investment in developing countries as a way to reduce poverty. IFC, through the Private Enterprise Partnership (PEP), also executes a major donor-funded program of private sector advisory work in Eastern Europe, Central Asia and the Caucasus. The objectives of the program are to promote direct investment in the private sector, build local businesses and financial intermediaries, and help improve the business enabling environment.
IFC Europe and Central Asia Agri-Finance Project (ECA Agri-Finance) supports local banks to develop and/or improve lending to actors in the agribusiness value chain as part of a comprehensive agribusiness banking strategy. The ultimate goal of the Project is to improve (a) access to finance, and (b) productivity and access to markets for farmers/producers of supply chains in Eastern European and Central Asia countries including Azerbaijan.
ECA Agri-Finance created various products and approaches (tools/developments and methodologies) for agricultural banking, which are successfully used in Ukraine and other countries to improve agriculture lending and access to finance (A2F) expansion. Particularly, the project has developed an agriculture/crop and profitability matrix (CLARA) for agricultural financing and agricultural leasing. CLARA will be used in Azerbaijan but some adaptation to Azerbaijan crops is required, therefore some local agriculture specific knowledge will be necessary.  The agricultural economist will have to conduct value chain analysis, research agricultural issues that impact agricultural finance, lending and insurance provisions, and input to the determination of key crop production plans and their associated budgets, technology, and agronomic specificity.

  1. Position of Agriculture Economist/Senior Researcher (Selection #: 1232706)

    SCOPE OF WORK

    • Assemble and analyze key risks and value chains understanding costs of production and economic implications of crop/animal husbandry development. Input will go to the World Bank Agriculture Risk Assessment, bank agriculture assessments, CLARA framework development;
    • The Consultant will provide support to ECA Agri-Finance team to develop detailed typical crop plans in a special format that is used in CLARA. The Consultant will also engage with expert agronomists and agricultural economists with experience relevant to the whole country and collaborate with the Project team’s specialists. The consultant will also conduct analyses of agricultural sector in Azerbaijan through internet and other available sources;
    • The Consultant will compile relevant information regarding the specifications, analysis of agro-techniques and processing of agricultural products, calculations concerning application of fertilizers norms, detail labor types and costs for targeted crops and will have to account for the following factors of crop production;
    • The Consultant will take the cost of production formulations and update the IFC Farm Business Management Training Program.  The Consultant will design appropriate local related exercises and case studies.  The Consultant will translate the material into Azeri and other local languages;
    • The Consultant will deliver training to Finance Institution clients/farmers as required;
    • Other tasks and duties as required: the TOR may be adjusted to meet the Project‘s requirements.

    APPLICANT REQUIREMENTS

    The successful applicant will have:
    • Practical expertise in agronomy and agricultural economics relevant to the whole country and multiple crops;
    • Appropriate education and training in agrarian science from a reputable university;
    • Experienced user of MS Excel and Word;
    • Demonstrated ability to set priorities and to work with minimum supervision in order to meet changing deadlines;
    • Methodological skills to identify, collect, summarize data;
    • Strong presentation and teaching skills required;
    • Excellent written and spoken Azerbaijani and English language;
    • Able to work in a team, well-organized, self-confident and energetic.

  2.  Position of Agriculture Insurance Product Developer/Analyst/Trainer (Selection #: 1232690)

    SCOPE OF WORK

    • Will facilitate the design/concept of the product, contract development, risk assertions with field studies to clarify risks and actual/proxy measures of such risks;
    • This individual will engage the partners above to review legal aspects of the contract, develop an awareness and training roll out of products, and ensure successful delivery of products;
    • Working to create public awareness, designing materials and training programs, training farmers and other stakeholders, writing articles, etc to promote the understanding and uptake of agriculture insurance;
    • To write training manuals for private sector insurance firms in the Azerbaijani/English language in coordination with foreign agri-insurance experts and other team members, as well as associated training materials (handouts, PowerPoint, course evaluations, etc);
    • To support designing modern insurance programs with all needed elements to support new product development and offering;
    • Work collaboratively with both the team and government officials to develop and amend the necessary regulations required by the state program;
    • Deliver practical experience at field trainings and field surveys/loss adjustment procedures;
    • Provide individual consultations to project stakeholders where needed to understand their position or to work out compromises and agreement;
    • Assist the Project Manager in any other duties as required.

    APPLICANT REQUIREMENTS

    The successful applicant will have:
    • Appropriate education and training in agrarian science from a reputable university;
    • Deep understanding of the agriculture and insurance sector, its legal framework and major stakeholders in Azerbaijan;
    • A minimum of 5 years relevant work experience in finance and risk management in the insurance sector (preferably in agri-insurance);
    • Proven track record in the writing and preparation of training manuals and associated training materials, and providing training using participatory methodologies which combines both lectures and practical exercises;
    • Experience in the collection and synthesis of sector information, and preparation of concise analyses and recommendations for practical management issues related to agri-insurance products and the evaluation of loss;
    • Methodological skills to identify, collect, summarize data;
    • Strong presentation and teaching skills required;
    • A minimum of 5 years relevant work experience in areas of the insurance sector;
    • Excellent written and spoken Azerbaijani and English language;
    • Advanced Computer literacy for actuarially sound calculations;
    • Able to work in a team, well-organized, self-confident and energetic.

  3. Position of Agriculture Insurance Specialist/Trainer/Analyst (Selection #: 1232703)

    SCOPE OF WORK

    • developing a concept with the government bodies like Ministry of Agriculture and Financial Market Supervision Authority (MoA and FMSA) and other stakeholders;
    • participate in the drafting or amending of laws, normative acts and regulations with respect to agri-insurance;
    • mapping the task and information flow of MoA, FMSA and other stakeholders;
    • facilitating the development of statutes to support operations of the Public Private Partnership (PPP) entity;
    • mentoring/coaching/observing that the entity is operating well/troubleshooting;
    • working to create public awareness, designing materials and training programs, training farmers and other stakeholders, writing articles, etc to promote the understanding and uptake of agriculture insurance;
    • provide individual consultations to project stakeholders where needed to understand their position or to work out compromises and agreement;
    • assist the Project Manager in any other duties as required.

    APPLICANT REQUIREMENTS

    The successful applicant will have:
    • A finance or economics degree from a reputable National university, special degree in insurance is preferable;
    • Understanding of the agriculture and insurance sector, its legal framework and major stakeholders in Azerbaijan;
    • Methodological skills to identify, collect, summarize data;
    • Strong presentation and teaching skills required;
    • A minimum of 5 years relevant work experience in areas of the insurance sector;
    • Excellent written and spoken Azerbaijani and English language;
    • Computer literate;

  4. Position of Agriculture Insurance Data Developer (Selection #: 1232775)

    SCOPE OF WORK

    • Develop and clean a file of data prepared for rating purposes (output is data file in excel or other database format to be determined in consultation with project experts);
    • Analyze the data for trends and statistical tests in yields, hectares planted, and other characteristics (output is a series of tables and graphics developed in consultation with project experts);
    • Consolidation of data and programming for rating purposes with the use of actuary calculations (output is the organization of the data file in excel or other database format);
    • Illustrate the data with summary statistics and graphs (output are summaries and graphs developed in consultation with project experts);
    • Develop a system by which the data can be illustrated spatially on GIS software (output is pilot linking of data to GIS maps currently available);
    • Develop software so that the data can be easily analyzed/formatted, suitable for export to standard statistical packages (such as SAS, Shazaam, R, SQL, etc.) (output is the data export routines linked to the database file);
    • Develop the system by which the new data can be added to existed databases (develop the software and online products which collect the data and import into databases);
    • Conduct actuarial sound calculations;
    • Preparing the output summary documentation which describe and summaries all actuary calculations;
    • Developing the financial models, cash flows for insurance companies and pools;
    • Develop the products (software and online products) which help to “sell” the new agri-insurance programs;
    • To provide training, coaching, and consultations primarily to private sector insurance and reinsurance firms but also other stakeholder representatives as needed;
    • To support designing modern insurance programs with all needed elements to support new product development and offering; provide individual consultations to project stakeholders where needed to understand their position or to work out compromises and agreement;
    • Assist the project manager in any other duties as required.

    APPLICANT REQUIREMENTS

    The successful applicant will have:
    • Minimum 5 years of relevant work experience (database development and management)
    • An advanced degree in University degree in finance or IT/technical sciences
    • Knowledge and experience working with digital data collection, processing, and analysis
    • Good statistics & finance skills
    • Training in actuarial sound calculations
    • At least 5 years of experience in data management for actuarial and/or premium rating purposes;
    • Understanding of the agriculture and insurance sector, its legal framework and major stakeholders;
    • Excellent training, coaching, and presentation skills,
    • Excellent written and spoken Azerbaijani and English language;
    • Advanced user of office software and knowledge of desktop publishing software.
