Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the Asia and Pacific region. ADB’s mission is to reduce poverty and promote sustainable economic growth in the region. ADB’s main instruments for helping its developing member countries are policy dialogue, loans, equity investments, guarantees, grants, and technical assistance.

The position is assigned in the Azerbaijan Resident Mission (AZRM) within the Central and West Asia Regional Department (CWRD). CWRD is responsible for maintaining client relations and delivering ADB assistance to countries in the Central and West Asia region.

AZRM’s responsibilities include country reporting, country strategy and program formulation, coordination ADB’s activities with the government, donors, NGOs, academic institutions, private sector, and other members of civil society, financial and administrative activities, project administration support, economic and sector work, and programming support, and external relations and information dissemination.

Job Purpose

The Finance and Administrative Assistant (FAA) will need to perform

full

range

of,

and to coordinate specific financial and administrative requirements, including standard clerical activities as may be directed by supervisor. The incumbent will report to designated International Staff and Senior National Staff.

Responsibilities

  1. a)  under administrative functions
  • assists in (i) monitoring quality and economic use of office supplies, and maintains adequate stock of supplies; (ii) procurement of goods and services in accordance with ADB’s procurement requirements and procedures; (iii) maintenance of communication facilities; (iv) administration of timely and proper renewal and amendment of service contracts with suppliers/service providers;
  • coordinates with internal and external contacts to collect information;
  • maintains proper control of AZRM assets by carrying out of physical inventory of all properties, updates inventory records and staff accountability reports; assists with disposal of unserviceable assets and scrap materials, prepares disposal reports;
  • maintains and updates relevant databases and records; resolves routine procedural and technical queries from internal and external sources.
  1. b)  under finance/accounting functions
  • assists in: (i) monitoring budget requirements by consolidating and verifying information from various sources; (ii) preparing supporting documentation from internal and external claims; relevant payment and other accounting documentation; (iii) maintaining appropriate administrative and financial controls related to the assigned tasks and assists in preparation of monthly financial statements;
  • maintains e-filing systems/hard copies on finance matters and petty cash fund under Senior Finance and Administrative Officer’s (SFAO) supervision;
  • reviews, verifies and validates the accuracy and propriety of supporting documentation from internal and external claims and payments within the defined ADB procedures and guidelines; processes transactions through preparation of appropriate vouchers; creates e-copies of processed vouchers including their supporting documentation;
  • performs any other duties as may be assigned by SFAO.

Qualifications

 

Relevant Experience & Requirements

  • Bachelor’s degree in related field.
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • At least 5 years of relevant work experience in a private or public organization.
  • Good writing and speaking skills in English language are essential.
  • Good analytical thinking with ability to make simple casual links (A causes B), pro-and-con lists and analyses to reach a decision; and sets priorities for tasks in order of importance.
  • Good interpersonal communication skills are desirable.  Ability to work with individuals from different cultural/national backgrounds.
  • Good computer skills with sound knowledge of common word-processing, spreadsheets and graphics software

General Considerations

The selected candidate is appointed for an initial term of 1 year.

ADB offers competitive remuneration at the range between AZN 30000 to AZN 40000 per year for this vacancy and a comprehensive benefits package. Actual appointment salary will be based on ADB’s standards and computation, taking into account the selected individual’s qualifications and experience.
