• Provide pro-active H&S leadership, set clear goals, and allocate resources to support line management across segments.
• Develop and maintain H&S procedures in line with local regulations, industry standards, and SOCAR’s goals, ensuring effective implementation at all levels.
• Ensure compliance with national/international H&S regulations and integrate H&S considerations into all business areas.
• Oversee timely, high-quality incident investigations and ensure corrective actions are completed.
• Collaborate with the Training department to develop and maintain H&S training programs for employees, contractors, and other stakeholders;
• Lead H&S workshops, serve on the corporate crisis and emergency response (CCMER) commission, and oversee facility inspections for compliance.
• Organizing regular inspections, monitoring, self-verification and contractor oversight of facilities, equipment, and procedures to ensure compliance with H&S standards;
• Leading H&S performance management, advising on emerging risks and improvement opportunities;
• Ensuring that accurate records of all H&S-related incidents, inspections, training, and corrective actions are maintained. Managing the preparation of reports for senior management, regulatory bodies, and stakeholders on H&S performance;
• Providing leadership to promote a culture of safety across the organization;
• Responsible for people management and staff development;
• Manage H&S performance, provide guidance on emerging risks, and maintain accurate records of incidents, inspections, and actions.
• Promote a safety culture and stay updated on H&S regulations and industry best practices.
• Manage staff development and contractor safety across segments, ensuring compliance with SOCAR’s H&S requirements.

• Bachelor’s/Master’s in Engineering, Science, or HSE-related field.
• 15+ years of H&S (upstream, downstream and midstream) experience, including 3+ years in senior roles in oil & gas;
• Strong knowledge of local H&S regulations, international standards, and emergency management;
• Strategic mindset, problem-solving ability, team-building skills, and experience in partnering and advising businesses on H&S issues at a senior level;
• Strong team-building skills with a multi-discipline team, experience in leading a team, building strong relationships based on trust and honest discussion and enhancing a safe cultural environment;
• HSE qualifications (e.g., NEBOSH Diploma, CMIOSH, CSP);
• Fluency in Azerbaijani, English and Russian is preferable;
• Proficiency in MS Office.
