Position summary:

This position is expected to deliver specialist technical support and assurance for Civil, work across the entire field of Civils engineering, ensure safe, reliable operation and remove or mitigate risk within their area of responsibility and provide support to the Minor Mods team and be responsible for approval of the Civils maintenance strategies and procedures.
The Individual is expected to have technical knowledge of civil construction, their function at oil and gas processing facilities, and be knowledgeable of applicable industry, country, and company standards and practices.

Principal responbilities:

• Report to the Discipline Engineers Team Lead and work under his overall supervision and directions.
• Supervise the activity of Civil Engineer.
• Approve all Civils maintenance strategies and procedures.
• Participate in any associated spares analysis and selection program.
• Provide troubleshooting and operational support for structures, civil constructions.
• Participate in hazard and reliability analysis as required.
• Perform Civils troubleshooting and root cause failure analysis.
• Provide technical guidance on application of codes, standards, project design criteria and ETPs.
• Participate in the appropriate Communities of Practice (CoP) and Networks.
• Review and approve maintenance, repair, and operating procedures as requested.
• Coordinate MOCs as required.
• Provide technical support to the site maintenance functions, including spares selection as requested.
• Participate in the condition monitoring programs for Civils as defined in the maintenance strategies.
• Provide support to the Minor Mods team to define and implement required facility Civils modifications.
• Supervision all civil works which of executed by contractors on site.
• Coordinate with clients, contractors and detail engineering office.
• Planning and monitoring the work for timely completion of the project.
• Conduct all civil works procedure and performance qualifications.
• Attended and manage progress meeting with contractor.
• Ensure that any change in project plan is executed by contractors.
• Prepare SOW for MOC and Project.
• Technical evaluation of bidders during tender process.
• Assist the project manager/construction in planning the project.
• Assist the project/construction manager in creating schedule for the construction project.
•  Control subcontractors, solving technical problems quickly on site, organization subcontractors.
• Prepare daily, weekly and monthly reports, NCR, Surveillance, order the materials, Review ITP, MS, Certificates.
• Support the procurement in hiring contractors and choosing suppliers for the project.
• Supervise civil projects and MOC to make sure they meet technical specifications.
• Ensure that civil projects are completed within planned cost and time.
• Keep accurate records of material and labor costs incurred in the civil process.
• Monitor the progress of the civil work and performance of subcontractors at the site.
• Hold meetings with site workers and subcontractors on behalf of the project manager.
• Convey message from the site manager or major stakeholders to contractors and subcontractors.
• Convey information about the progress of the project and MOC and performance of the contractors to the manager.
• Assist the manager in preparing report to be submitted to stakeholders by providing necessary information on the progress of the business.
• Assist the project/construction manager in the procurement of certain materials.
• Assist the project/construction manager in hiring and assigning tasks to laborers.
• Assist contractors and Engineers in interpreting technical designs.
• Educate site workers on safety procedures to be adopted at the site and make sure that they adhere strictly to safety standards.
• Ensure that the construction site is safe and free from any hazardous chemical or objects.
• Report accidents that occur at the site to the line manager.
• Ensure the smooth day to day operation of work activities at the construction site.
• Maintain good relationship with site workers, contractors, and suppliers.
• Ensure that any change in project plan is executed by contractors.
• Motivate all the participants in the project and MOC.
• Ensure that the project and MOC are executed in compliance with local or state regulations.
• Identify any potential problem at the site and work to prevent it.
• Site and Safety monitoring, QC procedure checking.
• Reports/Advises/Recommendations/Remarks.
• Prepare shop drawings for implement on site and review original drawings.
• Prepare MES (Ministry of Emergency Situation) documents according of Azerbaijan legislation.
• Prepare MOC, WDR and others, for Engineering and Maintenance.

Experience:

• Minimum 5-7 years of experience in civil and working knowledge of plant operations.
• Proficient in preparing work scopes, MOC (manage of chances) and budgets, and ensure that scopes and budgets are met

Language skills:

• Advanced knowledge of Azeri and English
• Knowledge of Russian is preferable

Technical skills:

• Significant experience with Civils systems in the oil and gas industry, including:
• Equipment support structures, including foundations and elevated structures, earthwork structures, tanks, berms supervise according to the drawing.
• Sketch, operation, and maintenance of structures and civil constructions.
• Working knowledge of industry and government standards.
• Working knowledge of civil engineering software packages for design and analysis of the items mentioned herein
• Working knowledge of oil and gas operations
• Construction management – record keeping/quantity control/inspection & acceptance/construction monitoring equipment

Equipment skills:

• Advanced knowledge of Microsoft Office Applications & AutoCAD
• Good knowledge of SAP
