Position – Procurement Manager
Department – Department of Qualification and Procurement
Position Responsibility:
1) Procurement strategy determination – Determine and examine the procurement strategy :
– Based on operational strategy and engineering service procurement demands plan, responsible person determine the procurement annual strategy and blue print of corresponding regional office.
– Organize and evaluate of subcontracting cooperation strategy and blue print in regional office.
– Organize to evaluate Key Project of subcontracting cooperation strategy and blue print.
2) Suppliers resources pool construction – Suppliers sourcing and qualification management, Engineering service procurement Benchmark, price-book generation and maintenance:
– construct service procurement Benchmark and corresponding database maintenance;
– Optimization of RFQ model and other documents templates using in corresponding region;
– Analysis and output of engineering service cost for corresponding regional office;
– Sourcing the price of engineering service and other information;
3) Suppliers selection – Determination of project procurement strategy and confirmation of selection results, Organize the discussion of engineering service contract, its review and signing:
– Responsible for discussion of the project procurement contract commercial part, review and signing of this contract;
– GTS of corresponding regional office is responsible for generation of SOW of engineering, managed service and product lines projects;
4) Procurement process Management – implement and management of subcontractors performance evaluation results (evaluation, improvement / deterioration, elimination):
– To organize subcontractors evaluation and examining work based on subcontractors evaluation standards and detailed rules, to track big problems solving;
– To solve exceptional cases and big problems in cooperation with subcontractors.
– To Organize evaluation of local subcontractors’ performance.
– Assistance release performance result of local subcontractors.
– implement of performance result, promote/degrade ,eliminate subcontractors, and apply the evaluation result.
Requirements:
1)At least 5 years purchasing experience, preferred experience in telecom industry, engineering construction management, engineering quality control.
2) Excellent communication skills, proactive, strong learning ability and adaptability;
3) Minimum Bachelor degree
4) Excellent verbal and written communication skills in Azerbaijan, English and Russian
