About SOCAR KBR LLC
In March 2015 the State Oil Company of Azerbaijan Republic (SOCAR) and KBR announced an agreement to establish a new engineering and support services company in Azerbaijan. The legal entity name of the new company is SOCAR-KBR LLC and provides design, engineering, technical, procurement, construction supervision and project management services for projects across the upstream, midstream and downstream oil and gas sectors, in the Azerbaijan – Georgia – Turkey (AGT) region. The key objective of this strong partnership is to create a world class Azerbaijan-based EPCm services company that will utilize the strength of both organizations and deliver top quality results by utilizing, developing and promoting Azerbaijani national content. The company has a long term commitment from both organisations.
HAOR Project
SOCAR HAOR Reconstruction and Modernization: SOCAR’s Heydar Aliyev Oil Refinery (HAOR) will undergo a modernization and revamping with the final aim to increase the refinery capacity for fuels production, achieve improvement of the fuel quality to comply with future regulatory requirements and meeting the increasing domestic demand. SOCAR-KBR will provide PMC (project management contract) services to SOCAR as part of the IPMT (integrated project management team) environment. The main project execution location will be in Baku with international contractors carrying out specific scopes of works on the project around the world. SOCAR-FOSTERWHEELER-AMEC/AMEC-FOSTERWHEELER Consortium is responsible for FEED (front end engineering design) scope of the project. The project has been formally awarded to SOCAR-KBR on 7th of March 2016.
VAKANSİYA 1: Engineering Manager
Primary Roles and Responsibilities:
Provides overall engineering guidance to the SOCAR HAOR Modernisation Project to ensure that the engineering carried out on the project by contractors is managed effectively to ensure that it satisfies project requirements.
Provides leadership to the SOCAR HAOR Integrated Project Management Team engineering personnel to ensure that they are carrying out their supervisory functions and technical reviews in the correct manner. Reporting to the engineering manager are:
• Deputy engineering manager
• Engineering coordinator
• Discipline lead engineers
• Project engineers
Responsibilities shall include, but not be limited to:
• The overall management of the engineering function within the SOCAR HAOR Modernisation Project
• To bring engineering experience to the SOCAR HAOR IPMT
• Liaison with HAOR personnel to ensure the best technical solution to refinery configuration issues
• Preparation of the engineering execution plan
• Supervision of the preparation of discipline plans and procedures
• Supervision of the review of engineering deliverables produced by the contractors
• Monitoring of FEED contractor progress to ensure that it is on schedule and to take corrective actions where necessary
• To provide engineering support and input to the SOCAR IPMT through regular internal meetings
• Liaising with the SOCAR HAOR and SOCAR OGPC senior management to ensure a smooth and continuing working relationship. To troubleshoot any problem areas on the project in cooperation with client senior management
• Ensuring that the FEED contractor is effectively managed so that he provides a quality FEED package, delivered on time and within budget
• Provide supervision and coordination of engineering reviews of the EPC/EPsCm contractors to ensure that they are effectively managed so that they provide quality facilities, delivered safely, on time and within budget
• Promote quality awareness in engineering
• Promote team work and a spirit of cooperation among the members of the IPMT engineering discipline. Guide the engineering team to achieve project goals, drive and motivate the engineering team and develop team members from the SOCAR HAOR and SOCAR OGPC organisations
• To provide training to the SOCAR HAOR and SOCAR OPGPC team members in engineering execution
Qualifications:
• A degree in engineering or equivalent
• A higher degree in engineering is desirable but not essential
Experience Required:
• Minimum of 25 years working on complex process industry projects
• Minimum of 15 years’ experience in oil & gas projects

VAKANSİYA 1: Interface Manager
Primary Roles and Responsibilities:
Provides overall management of internal and external interfaces on the SOCAR HAOR Modernisation Project to ensure that the interfaces are managed effectively so that the necessary information, permits, consents and approvals are received in accordance with the project schedule.
Provides leadership to the SOCAR HAOR Interface Management Team (IPMT), which consists of the following personnel:
• Deputy Interface Manager
• Refinery Interface Coordinator
• Permitting Coordinator
• Standards and Metrology Specialist
• Environmental Engineer
Responsibilities shall include, but not be limited to, the following:
• The overall management of the SOCAR HAOR Modernisation Project interfaces with internal and external parties
• To identify all hard interfaces (physical) between all contractors on site, and to ensure that those interfaces are managed efficiently
• To identify all soft interfaces (data) between all engineering contractors, and to ensure that those interfaces are managed efficiently
• To identify government permitting requirements
• Ensure that permit applications are submitted according to the project schedule
• To develop and maintain interface registers using KBR tools and systems
• To hold interface coordination meetings as required to ensure that all interfaces are managed to close-out
• To ensure that the project complies with all environmental permitting requirements
• To provide training to the SOCAR HAOR and SOCAR OPGPC team members in interface management.
• The incumbent may also be asked to perform general project engineering duties to supplement the existing resources on the project as required. This will include:
• The management of small, specific scopes of work with the project
• Coordination and expediting of specific elements of the FEED contractor scopes of work
Coordination and expediting of specific elements of the EPC contractor scopes of work
Qualifications:
• A degree in engineering or equivalent
Experience Required:
• Minimum of 10 years working on oil and gas projects
• Minimum of 10 years’ experience in process plant design and construction
• Experience in plant commissioning and start-up
• The candidate must have excellent interpersonal skills and be proficient in both written and verbal communication.
